Care Center/Shelter Services, Hours
The Southeast Area Animal Control Authority, SEAACA, was established in 1975 to answer the community's needs for responsible animal care and control services. With the support of its Board of Commissioners and dedicated staff, SEAACA is committed to providing food, shelter and medical care for lost and abandoned animals. The SEAACA Animal Care Center, located at 9777 Seaaca Street in Downey, shelters animals; reunites lost pets with their families and promotes adoptions.
Every day dedicated Animal Care Technicians (ACTs) feed, clean and socialize more than 400 animals housed at the Care Center. The ACTs are SEAACA front line animal care professionals.

The Care Center also has a Veterinary Clinic which provides spay and neutering surgeries for animals prior to adoption; 21 day post adoption routine medical follow-up for animals adopted from SEAACA; and vaccinations clinics open to the public. The front office and licensing staff provide customer service to the public who visit the Care Center.
SEAACA also enforces state and local laws related to animals such as leashing, licensing and animal cruelty.
